Demo - No Deployment Until the Right Owners Commit

Blocks production changes until every materially affected domain has a named human who explicitly commits and accepts responsibility.

All decision owners see the same deterministic set of changes and the chosen deployment path. Owners can optionally use an AI assistant to explore the changes, check consistency with the stated problem and objective, and surface potential risks. Only the human's commitment is recorded. If any required owner does not commit, the deployment is blocked.
